7. On the question of deregulation a review of all Transport Canada regulations was completed in April 1993-this review included 113 ship related regulation The major recommendations of the review were:
.1 to reduce the number of conflicting and overlapping regulations and to rescind archaic regulations
.2 to modernize the Canada Shipping Act and regulations made thereunder
.3 to adopt national and international standards into the regulations by reference
.4 to refine the regulatory process
.5 to provide a consistent approach to regulation-making to the benefit of both drafters and users
.6 to harmonize with the regulations of other countries

 

We apologize for not responding earlier to your letter, but reorganization within the Department and work load did not permit us to do so.

The times and date proposed are suitable and we look forward to seeing you at the meeting where we can expand upon and perhaps clarify the responses to your questionnaire.
